WHY A PLAN IS NOT A STRATEGY
Purpose(reason for being) defines what an operation was set
up to do and why.
Strategy(logic) defines how an operation/organisation/business
creates & captures value.
Planning(process) outlines the steps to reach specific goals.

STATEMENTS OF PURPOSE

A statement purpose, sometimes called a "position statement," is a sentence that describes an operation's reason for being and it pertains to its constituency or any other group or demographic it exists to serve. A statement purpose describes the overarching reason that the operation exists, how it should conduct itself and the intended impact it has on who it's serving and how they are served.

Fundamentally, effective operations use purpose statements to:
• Drive and inform their vision, mission, goals and objectives; and
• Assess performance outcomes against in a realistic hardheaded way; and to
• Market the operation to its constituency and win its support.

How is a purpose statement different from mission and value statements?

Mission statement
A
statements of purpose primarily focuses on the benefits an operation's constituency can expect from the operation outcomes.

In contrast, mission statements concentrate on the operation's and functionaries overarching goals and values. Mission statements are designed to help employees understand their roles and how they contribute to the operations's broader objectives. They often include competitive advantages and core values, and serve to motivate and guide employees.

Value statement
A value statement focuses on the operation's culture by outlining guiding principles for employees on how to conduct business. It highlights the operation's priorities and may include commitments to quality constituency services, delivering useful outcomes, striving for excellence, and fostering inclusiveness.

A
statements of purpose is important because it defines what an operation is all about, benefiting both the constituency and employees. Operations may use a statements of purpose• for the following reasons:
• Increase employee motivation; and
• Meet operational goals; and
An operation is better able to meet its goals when it has a purpose statement that drives the operation's business with goals consistently at the forefront.

Goals
Establish employee loyalty. Employees value working for an operation that makes them feel appreciated and integral to the team. Communicating a strong operational statements of purpose enhances this sense of value by aligning employees with a common goal.

• Along with a value statement, a statements of purpose helps employees work within the operation’s core values and fosters a sense of pride in their contributions.

Distinguish itself from the competition. A
statements of purpose defines what makes an operation unique. When employees and constituents can see how an operation differentiates itself in the marketplace, then the operation's brand is strengthened.

NOTE: 'Governance' does not by neccity see itself as 'competitive in a market' as it receives its funding by legislation. Nonetheless in a representational democracy members do need to win a constituency's support. Typically, 'governance' sees its 'purpose' as existing and the trickle down all to often leads to dystopia when it becomes quasi autocratic.
